KLD Consulting is a public policy and communications consulting firm specializing in providing high quality public outreach and project coordination services to support major public works projects. Kathie Doty, principal, tailors her approach to meeting the unique needs of each project, and particularly focuses on working in close partnership with clients to achieve maximum results.

Ms. Doty has worked for more than 25 years with state and local government on a range of communications, public outreach, strategic planning, and policy analysis projects in the areas of transportation and environment. She has managed numerous public involvement processes, working closely with clients to develop and implement plans and strategies to garner support for significant infrastructure projects. Her background includes 14 years as a consultant, and also experience in various management positions at Hennepin County in the Office of Budget and Finance, the Bureau of Public Works and the Environmental Services Department.

KLD Consulting is a certified Disadvantaged Business Enterprise (DBE) under a federal program that is intended to ensure nondiscrimination in the award and administration of transportation-related contracts.

Recent projects include providing public outreach and agency relations services for the Downtown Minneapolis Intermodal Study and the Southwest Transitway Alternatives Analysis.  Kathie’s experience also includes managing the public involvement process for the Riverview Corridor Transit Project, working with Metro Transit; coordinating a Cost/Impact Analysis of Four Sites for a New East Metro Transit Facility on behalf of Metro Transit; facilitating the work of a team comprised of staff from various Mn/DOT divisions, the State Patrol, State Emergency Services, metropolitan counties and cities to develop consensus recommendations for a new Regional Transportation Management Center; coordinating a regional effort to develop and gain support for groundbreaking electronic waste legislation; and designing and implementing a series of focus groups with communities of color to study the effectiveness of Department of Public Safety educational materials related to seat belt use.
